Guidelines for the Chapters of IISc Alumni Association

BACKGROUND

The Alumni Association of the Indian Institute of Science (IIScAA) was informally started on 20th September 1975 in the premises of IISc, Bangalore. It was then registered under Karnataka Societies Registration Act 1960 ( Karnataka Act No: 17 of 1960 ), on 27th August 1976 with its own Bye Laws. On 18th June 2005, this Association was formally recognized to represent all the Alumni of IISc, replacing the erstwhile Past Students Association of Bombay, which is no longer functioning. The IIScAA in Bangalore is now a member of the Court of IISc, which is an Apex Governing Body of the Institute. With the growth of Science and its spread in many fields of knowledge and to many regions of the globe, IISc has grown big and so also the alumni of IISc. There is now a need to enlarge the activities of the Alumni Association through the formation of Chapters both in India and abroad.

OBJECTIVES OF IIScAA

1. To provide a Forum for the alumni of the Institute to interact among themselves & Institute.

2. To engage in such Academic and Social activities as shall contribute towards promoting liaison between the Alumni and the Institute.

3. To further the cause of Science and Technology.

4. To keep alive love, spirit, affection and gratitude for our Alma mater.

The Bye Laws of the IIScAA provide for formation of Chapters under paragraph 13.0, as follows:

13.0 Chapters

13.1 Local chapters of IIScAA may be formed in other centres/cities both in India and abroad on obtaining approval from the Executive Committee.

13.2 Such local chapters shall abide by the constitution of IIScAA and follow the guidelines formulated by Executive Committee from time to time.

13.3. The local chapter shall submit their Statement of Accounts to IIScAA at the end of the financial year.

The Alumni of IISc are working and living in many Cities, Centers and Regions of the Globe keeping the flag of IISc fluttering high. To pay tribute to their enthusiasm and interest in enlarging and promoting the above objectives of the IIScAA, the Executive Committee of IIScAA, in its meeting held on 6th October 2006, has recognized the need to form ‘Chapters’. Chapter formation in many places around the globe will also be a fitting tribute to our Institute, while the ‘Institute’ has proudly celebrated its first Centenary during 2008-09.

PROCEDURE FOR FORMING IIScAA CHAPTERS

The name of the Chapter should be IISc. Alumni Association (city name) Chapter.

Minimum Members required for Chapter Formation is 25 Members. It is expected that the membership strength will increase to at least 50 by the end of one year.

The elected Office Bearers will be as follows:

1. Chairman

2. Vice Chairman

3. General Secretary

4. Treasurer

5. Chapter Executive Committee Members : 3 to 5 Members

The above members are elected by a simple Voting, through Nominations. The Elections for the Office Bearers of the Chapter should be conducted once in two years, preferably coinciding with the parent body’s election (the New Committee takes over in the month of August of alternative years).

The Membership Fee is to be collected as per the IISc. Alumni Association Bye-laws and Guidelines. As per the General Body Meeting held on August 1, 2009, the present Membership Fee is Rs.5000/- (In India) and $ 300 (Abroad) towards Life Membership, which is one time payment only. The Chq./DD should be drawn in favour of “IISc. Alumni Association”. The official Receipt & Alumni Identity Card will be issued by the Parent Body, IIScAA. 50% of the Membership Fee collected would go to the Chapter and 50% to the Parent Body ( IIScAA ), subject to review. In case of National Events, Chapter & the Parent Body should be partnered.

It is to be noted that every member enrolled will be automatically a member of the IIScAA and they will be attached to the respective Chapter. This will allow migration of Members to respective Chapters as they move from one city to the other, without any need for further enrollment. Those who are already a member of IIScAA will be transferred to their respective chapters.

The sharing of any other net savings of the Chapter, between the Chapter and IIScAA shall be decided by the Executive Committee of IIScAA.

The Notice of the Executive Committee Meetings should be communicated to all the Chapter Members and also to the Parent Body, IIScAA. Any major activities of the Chapter should be conveyed to IIScAA.

The Chairman of the Chapter will be Ex-officio member of the IIScAA Executive Committee.

The Chapters should submit their Annual Accounts to the parent body in the month of June every year. Chapters can either get their accounts audited independently or choose to get their accounts audited by the parent body and included in the parent body’s annual Balance Sheet. It is also desirable to send half early (April – September) unaudited balance sheet to the parent body on or before the end of November.

Any Financial Help required may be advanced to the chapter on a case to case basis with the approval of the Executive Committee of IIScAA.

The Chapter is bound by the Bye-laws of the IIScAA. No Chapter will acquire or dispose off any immovable asset without the explicit concurrence of the parent body, IISc. Alumni Association.

Procedure for Starting IIScAA Chapters

1. The Guidelines for starting IISC Alumni Association Chapters are enumerated separately.

2. The members who want to start a chapter have to make a request letter addressed to the President, IISc Alumni Association, duly signed by all the proposed members. The minimum number of members required to start a Chapter is 25 as enumerated in the Guidelines.

3. On receipt of the request letter, the same will be put up to the IIScAA Executive Committee for approval.

4. A special Executive Committee Meeting may be convened for approval in case of urgency.

5. Once the approval is granted and duly communicated, the members may assemble for a formal Launch of the Chapter on a date and time convenient to them.

6. The President or his nominee of IIScAA would endeavour to attend the Launch Programme.

7. During this meeting the members can select / elect the Office Bearers as per the Chapter Guidelines and communicate the same to the IIScAA.

8. The Chapter has to communicate to the IIScAA, their official Address and Tel Nos. The office can be located as per the convenience of the Chairman and other office bearers of the Chapter.

9. The Membership fees should be made in favour of “IISc. Alumni Association” and sent to The General Secretary, Alumni Association, Indian Institute of Science, Bangalore-12.

10. The Chapter has to open a Bank account at a suitable Bank of their Choice.

11. The Chapter should send full details of their members along with 2 Passport size Photographs of the members along with Membership fee to the IIScAA office. Alumni ID cards of the members will be dispatched to the Chapter accordingly.

12. After this the Chapter can start functioning and all the support will be provided by the IIScAA as and when needed.

13. For any clarification or administrative assistance the Chapter can approach the President or General Secretary of IIScAA.

As approved by the Executive Committee Meeting held on October 8, 2009 and will be in force until any modification carried out by the Executive Committee in future.
